The aim of the project was to find new ways to revitalize Lower Barracks Row, a dilapidated section of the Capitol Hill neighborhood in Washington DC. This area has not seen the economic development that Upper Barracks Row has, due in large part to the Southeast/Southwest freeway which isolates Lower Barracks Row from the rest of the neighborhood. To better understand the possibilities for Lower Barracks Row, our team hypothesized 4 distinct scenarios, each with a different vision a design philosophy.The 4th scenario, known as 'Gateway', imagines a Lower Barracks Row as a smooth transition between the Riverfront and Upper Barracks Row neighborhoods, featuring modern highrise development on M Street, and more traditional lowrise residential and retail along 8th Street. Most significantly in this scenario, the Southeast/Southwest freeway is removed entirely, and replaced with a grand Virginia Avenue and new urban park.Although the likelihood of the the freeway being removed anytime soon is unlikely, our team thought it important to demonstrate the transformational effect that doing so would have on the neighborhood in at least one of the 4 scenarios.
