Como estudiante se forjó como activista de los derechos civiles y fundó varias organizaciones, desde los Servicios Legales de la Universidad de Yale hasta la Mesa de Ashoka en Harvard, un forum interdisciplinario semanal de ciencias sociales. Se recibió con honores en Harvard y estudió en el Balliol College de la Universidad de Oxford, donde obtuvo su Maestría con Honores.En 1970 se graduó de la Escuela de Derecho de Yale y fue profesor en la Escuela de Derecho de Stanford y en la Kennedy School of Government de la Universidad de Harvard. En 1970 comenzó su carrera en McKinsey en Nueva York. Desde 1977 hasta 1981, trabajó para el gobierno de Carter como administrador en la Agencia de Protección de Medio Ambiente de los Estados Unidos (EPA) donde puso en marcha proyectos sobre Emisiones Contaminantes (que fueron la base del protocolo de Kyoto) entre otras reformas.Cuando terminó su periodo en esta agencia (EPA), en 1981, volvió a McKinsey para desempeñar un trabajo a tiempo parcial y creó Ashoka, Save EPA y su sucesor, Seguridad Medioambiental. En McKinsey, contribuyó a la creación del área de impuestos al trabajo regulado y puso en práctica la estrategia industrial (el primer paso de la estrategia de la compañía).
